She provides subject matter expertise and oversees the development and implementation of policies and guidance related to the mental health and substance use disorder services and benefits administered by HCPF’s Behavioral Health Implementation and Coverage Department. Jennifer has more than 30 years of experience spanning research and organizational management as well as direct service provision to vulnerable populations.
