We are seeking a dedicated and experienced Human Resources Specialist to join our team in the public sector. The ideal candidate will play a critical role in the efficient functioning of our organization by providing HR support, implementing policies and procedures, and ensuring compliance with relevant laws and regulations. This role will involve a wide range of HR functions, including recruitment, employee relations, benefits administration, and personnel records management. Key Responsibilities:

  • Recruitment and Staffing:
  • Collaborate with hiring managers to identify staffing needs.
  • Develop and manage job postings, job descriptions, and recruitment strategies.
  • Conduct interviews, reference checks, and background checks as needed.
  • Facilitate the onboarding process for new employees.
  • Employee Relations:
  • Promote positive employee relations through effective communication and conflict resolution.
  • Provide guidance to managers and employees on HR-related matters.
  • Investigate and address employee complaints and grievances in accordance with policies and laws.
  • Benefits Administration:
  • Administer employee benefit programs, including health insurance, retirement plans, and leave policies.
  • Ensure compliance with benefits regulations and assist employees with benefit-related inquiries.
  • Manage the annual open enrollment process.
  • Compliance and Policy Management:
  • Stay up-to-date with federal, state, and local labor laws and regulations.
  • Develop, update, and communicate HR policies and procedures.
  • Ensure compliance with diversity, equity, and inclusion initiatives.
  • Personnel Records Management:
  • Maintain accurate and confidential employee records.
  • Handle data entry, record-keeping, and report generation.
  • Ensure records are in compliance with record-keeping requirements.
  • Training and Development:
  • Coordinate training programs and development opportunities for employees.
  • Identify training needs and support professional growth and skill development.
  • HR Reporting:
  • Generate and analyze HR-related reports for management and government agencies.
  • Prepare reports on key HR metrics and trends.

Qualifications:

  • Bachelor's degree in Human Resources, Business Administration, or a related field (Master's degree preferred).
  • SHRM or HRCI certification is a plus.
  • years of experience in human resources, preferably in a public sector or government setting.
  • Strong understanding of federal, state, and local employment laws and regulations.
  • Excellent interpersonal, communication, and negotiation skills.
  • Proficiency in HRIS and other relevant software.
  • Exceptional organizational and problem-solving abilities.
