NY SCION Program Manager

The City of New York is committed to improving employment opportunities for individuals with disabilities through the NY SCION initiative. The Program Manager will coordinate activities at Workforce1 Career Centers, provide training, and enhance access to career services for jobseekers with disabilities.

Responsibilities

  • Provide disability-related trainings on Disability, Accessibility, Strategies and Inclusion Trainings (DASI),best practices for conducting outreach to people with disabilities, creating accessible job posting, and other topics, to all Workforce1 and New York State Department of Labor (NYSDOL) center staff approximately four times per month
  • Assist in training and providing guidance to our internal SBS team/ CWO Division
  • Identify skill gaps, performance issues, and organizational learning needs through surveys, interviews,data analysis, and collaboration with stakeholders
  • Design training, lesson plans, and learning materials that align with goals and adult-learning principles
  • Deliver engaging in-person or virtual training sessions using interactive methods, demonstrations, and real-world application exercises
  • Schedule sessions, manage registration, prepare materials, coordinate technology, and ensure smooth execution of all training activities
  • Provide Disability Etiquette and Awareness Training to Community Partners
  • Provide training for businesses on relevant topics including Benefits of hiring people with disabilities
  • Review and analyze best practices for accessibility in job training
  • Provide background training to all Workforce1 and NYSDOL center staff about Ticket to Work a Social Security's Program that supports career development for people ages 18 through 64 who receive Social Security disability benefits and want to work. The Ticket Program is free and voluntary
  • Implement accessibility plan – including physical, programmatic, communication and digital accessibility –ensuring universal access for job seekers at the Workforce1 Career Centers in the spirit of the law
  • Conduct review of accessibility among sector-based “cohort” trainings and make clear recommendations for increasing the physical, programmatic, and digital accessibility of trainings
  • Present recommendations to SBS leadership and SBS leadership determines what to adopt and over what timeline to develop concrete plan for increasing the physical, programmatic, and digital accessibility of trainings
  • Hold quarterly Talent Coalition meeting to bring together Workforce1 and a variety of partners for better coordination of services
  • Design a new approach to outreach and marketing to customers and delivering the Workforce1 orientation based on input from partner organizations and customers with disabilities; collect feedback;evaluate feedback and implement additional changes; iterate multiple times along with SBS
  • Launch regular review of reports produced about the impact of the NY SCION initiative
  • Increase the capacity of the Workforce1 Career Centers and surrounding career pathways programs to serve individuals with disabilities
  • Travel throughout all five boroughs in New York City and maintain office hours at Workforce1 Career Centers
  • Identify and leverage disability-related resources and partners, including the NYS Education Department’s (NYSED) Adult Career and Continuing Education Services – Vocational Rehabilitation(ACCES-VR) and the Office of Children and Family Services/NYS Commission for the Blind(OCFS/NYSCB), to support collaboration around a job seeker’s employment and/or training goal(s)
  • Advising the workforce development system on how to effectively promote the participation of individuals with disabilities in existing career pathways systems and programs
  • Assist and train the Local Workforce Development Board (LWDB), Workforce1 Career Center staff,businesses, community colleges, and other training providers on such topics as rights under the Americans with Disabilities Act (ADA), Ticket to Work (TTW), accommodations, assistive technology, and assessments
  • Coordinate with career pathway programs’ direct service delivery staff, including career coaches
  • Assist in the recruitment of individuals with disabilities, including TTW Ticket Holders, to participate in career pathways programs, including funded career pathways training, and to utilize Workforce1 Career Center services
  • Identify career, training, and employment opportunities for individuals with disabilities using assessments
  • Facilitate an effective approach to leverage resources needed for individuals with disabilities to fully participate in existing career pathway programs and to achieve their employment and/or training goal(s)
  • Support the development of a sustainability plan and strategies that will continue the successful project components beyond the funding period

Skills

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least one year of experience as described in '1' above
  • 1 - 2 years of full-time, relevant experience in program management, workforce development, or working with community programs supporting and providing services to peoples with disabilities for Program Manager Associate
  • 3+ years of full-time, relevant experience in program management, workforce development, or working with community programs supporting and providing services to peoples with disabilities for Program Manager

Benefits

  • This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
