Staffing Specialist (Fully Remote)
Summary: FYI is seeking HR professionals with comprehensive knowledge of the Federal Human Resources to provide efficient support services for our client. This professional will provide a full range of Human Resources related support services in support of our clients service activities including, but not limited to, the following: Responsibilities:
- Provide full-cycle federal staffing and recruitment support, including workforce planning, recruitment strategy, candidate assessment, selection, onboarding, and personnel action processing.
- Consult with hiring managers and stakeholders to develop recruitment strategies, establish qualification requirements, and identify appropriate hiring authorities and recruitment methods.
- Conduct job analyses and competency assessments to identify critical duties, qualifications, specialized experience requirements, and assessment criteria.
- Develop, review, and manage vacancy announcements and recruitment activities using automated staffing systems, ensuring accuracy, compliance, and effective applicant outreach.
- Evaluate applicant eligibility and qualifications, apply applicable hiring authorities and preference requirements, and conduct candidate rating, ranking, and referral activities.
- Generate referral certificates, manage selection processes, and provide guidance regarding staffing regulations, hiring procedures, and merit-based selection practices.
- Provide pay-setting recommendations and guidance on compensation, incentives, and related employment considerations.
- Coordinate pre-employment requirements, personnel security processes, and onboarding activities to support successful employee entry on duty.
- Prepare and review job offers, employment correspondence, onboarding documentation, and other staffing-related communications.
- Process personnel actions and maintain personnel records in human resources and payroll systems, ensuring data accuracy and regulatory compliance.
- Maintain staffing case files, recruitment records, and supporting documentation to ensure audit readiness and compliance with applicable laws, regulations, and policies.
- Respond to audits, grievances, appeals, and compliance reviews by providing documentation, research, and supporting rationale.
- Monitor and report staffing metrics, workforce data, and recruitment outcomes to support organizational decision-making and workforce planning.
- Support workforce restructuring initiatives, including reduction in force (RIF) activities, employee placement actions, retention determinations, transition assistance, and related workforce management functions.
Requirements:
- 3-5 years of experience conducting the full range of federal civilian staffing and placement duties, including job analysis, recruitment, qualification review, candidate assessment, referral generation, and staffing operations.
- Thorough knowledge of the laws, regulations, policies, and procedures governing federal staffing, recruitment, and employment under Title 5 and excepted service authorities.
- Ability to work independently while managing multiple staffing actions and providing consultative support to management.
- Delegated examining certification required.
